Special Studies & Feasibility Analysis
Cost-benefit analysis, feasibility studies, alternatives analyses, technology evaluations, and scientific data studies — engineering decision support for federal, state, and municipal clients.
ENGINEERING DECISION SUPPORT, NOT JUST CONSULTING DECKS
Pre-investment studies — feasibility analyses, alternatives evaluations, technology assessments, cost-benefit analyses — are the engineering work that answers “should we do this, and if so, how?” before significant capital is committed. Bell Engineering®‘s approach to special studies emphasizes engineering substance over consulting style: real mass and energy balances, real cost estimates with documented basis, real schedule analysis with critical-path identification, and real technical comparisons grounded in operating experience. The deliverable is a study report that supports an actual investment decision, not a slide deck that has to be re-engineered later.
Our special studies team draws on Bell Engineering’s full multi-discipline capability — process, civil, structural, MEP, environmental — and on our pilot-scale testing capability when emerging technologies need to be validated as part of the analysis. That integration is what allows us to evaluate technology alternatives with quantitative scale-up bases, develop comparative capital and operating cost estimates with consistent assumptions, and produce decision support that holds up under scrutiny.
WHAT WE DELIVER
Our special studies scope covers the engineering analysis that informs major investment decisions.
- Pre-FEL studies (FEL-1 through FEL-3) with progressive design definition and cost class refinement
- Feasibility studies for new facilities, capacity expansions, and process modifications
- Alternatives analyses with comparative technical, cost, and schedule evaluations
- Technology evaluations and screening studies for emerging or unproven processes
- Cost-benefit analyses with NPV, IRR, payback, and sensitivity analyses
- Scientific data studies supporting research conclusions or regulatory submissions
- Risk analyses — technical, schedule, cost, and operational
- Capital cost estimates from Class 5 (concept) through Class 3 (FEL-3) with documented basis
- Operating cost models with utility, labor, maintenance, and consumable assumptions
- Decision support reports formatted for technical review and management approval
FOR FEDERAL AGENCIES AND STATE PROGRAMS
Federal program managers and state agency leadership often need engineering analysis to support investment decisions, technology procurement, or program planning — work that has to be technically defensible, cost-credible, and timeline-realistic. Bell Engineering’s special studies provide that substance. For DOE technology programs, EPA technology evaluations, DoD facility planning, and state energy and infrastructure programs, we deliver studies that survive technical peer review and inform real decisions.
MUNICIPAL CAPITAL DECISION SUPPORT
Municipal capital decisions — water treatment plant upgrades, wastewater system expansions, public works infrastructure investments — depend on feasibility studies that are technically rigorous and politically defensible. Bell Engineering applies the same engineering discipline used for industrial capital decisions to municipal feasibility work, producing studies that survive council review, rate hearings, and bond market scrutiny. The deliverable is a study report that municipal leadership can present with confidence.
