Civil & Structural Engineering
Civil and structural design for federal facilities, infrastructure, prime contractor projects, and municipal public works — backed by hands-on industrial structural experience.
STRUCTURAL ENGINEERING THAT'S BEEN STRESS-TESTED IN INDUSTRY
Bell Engineering® brings civil and structural engineering capability shaped by decades of work on operating industrial facilities — pressure vessel anchoring, equipment foundations subject to thermal cycling and dynamic loads, structural integrity assessments on aging units, and seismic and wind load evaluations for Gulf Coast and inland chemical sites. That experience translates directly to federal facility work, prime contractor support, and municipal infrastructure where the structural design has to actually perform under real conditions, not just satisfy a code calculation.
Our structural engineers are licensed PEs experienced across the full structural design spectrum: foundation engineering, steel and concrete superstructure design, equipment support structures, pipe rack and module design, blast-resistant design where required, and forensic structural assessments. We’ve performed structural integrity assessments on high-pressure and binary process areas at Gulf Coast chemical facilities, delivering field-verified, photo-documented, and severity-ranked repair recommendations under PE seal.
For federal civil work — USACE infrastructure, GSA building modernization, DoD facility upgrades, federal lab buildings — we bring the same engineering judgment and documentation discipline that operating industrial clients depend on. For municipal public works, we apply the cost discipline and timeline transparency that public budgets require.
WHAT WE DELIVER
Our civil and structural scope covers analysis, design, assessment, and construction support across building, infrastructure, and industrial structural work.
- Foundation design — shallow and deep foundations, pile design, mat foundations, equipment pads
- Steel structural design — buildings, equipment supports, pipe racks, modular structures
- Reinforced concrete design — slabs, walls, columns, foundations, containment structures
- Structural integrity assessments and forensic evaluations on existing assets
- Seismic analysis and design (IBC, ASCE 7) for federal and state-jurisdiction projects
- Wind and snow load analysis with site-specific evaluations
- Equipment anchoring and tie-down design for vessels, exchangers, rotating equipment
- Civil site design — grading, drainage, paving, stormwater management
- Underground utility design and coordination
- Construction support — RFIs, submittal review, field engineering, as-built reconciliation
FOR FEDERAL AGENCIES AND PRIME CONTRACTORS
Federal facility and infrastructure work has its own conventions — UFC standards for DoD, USACE Engineering Regulations and Engineering Manuals for civil works, GSA P100 design criteria for federal buildings, agency-specific seismic and progressive collapse requirements. Bell Engineering’s structural team delivers under federal CAD and BIM standards, coordinates submittals through agency review cycles, and provides PE-sealed deliverables that hold up under independent technical review. Whether the assignment is direct prime work or subcontract support to a federal prime, we integrate cleanly with the broader project team.
STRUCTURAL ASSESSMENTS AND FORENSIC ENGINEERING
When existing structures need to be evaluated — for capacity verification, condition assessment, post-event damage evaluation, or repair design — Bell Engineering brings hands-on field experience and PE judgment to the assessment. We’ve performed structural integrity assessments on aging industrial units where the consequences of a missed defect run into millions of dollars and unplanned downtime, and we apply the same rigor to federal and municipal asset assessments. Deliverables include condition reports, severity-ranked finding lists, photo-documented field observations, and repair recommendations sealed by a Texas PE.
