Capital improvement planning is the engineering work that translates long-range needs into actionable, fundable, defensible investment programs. Bell Engineering®'s capital planning approach combines engineering substance with the financial discipline that municipal, state, and federal capital programs require. The deliverable is a capital plan that survives the multi-year funding cycle — technically defensible at the engineering level, financially realistic at the budget level, and politically defensible at the council, legislature, or program-review level.
